摘 要
黨的十八大報告明確提出：“倡導富強、民主、文明、和諧，倡導自由、平等、公正、法治，倡導愛國、敬業、誠信、友善，積極培育和踐行社會主義核心價值觀。”十八大對社會主義核心價值觀內容的這一概括，與中國特色社會主義發展要求相契合，與中華傳統文化和人類文明成果一脈相承，是我們黨凝聚全黨全社會力量作出的重要論斷。
“三個倡導”是目前理論界關于社會主義核心價值觀諸多觀點的集中概括。24 個字構成了一個整體，反映了國家的價值訴求，涵蓋了社會價值取向和公民的個人道德要求。
“三個倡導” 簡明、清晰、凝練的概括了社會主義核心價值觀的內容，為我們樹立了國家、社會、個體三個不同層面的精神旗幟，為社會主義事業建設提供了理論依據。
社會主義核心價值觀具有凝聚社會共識，引領社會思想的作用，是構建和諧社會的理論基礎。加強對社會主義核心價值觀的認識，有利于人民形成自覺的意識和思想，產生強大的民族凝聚力和向心力,提高人們對社會主義核心價值觀的踐行力。社會主義核心價值觀的發展和完善要經歷一個長期的歷史過程，需要不斷接受實踐的檢驗。

Abstract
Report to the eighteenth national congress of the CPC clearly states: “promote prosperity,democracy, civility, and harmony; promote freedom, equality, justice, rule of law; promotepatriotism, dedication, integrity, friendship and actively cultivate and practice the socialistcore values.” The generalization of socialist core values content in the report corresponds withthe requirements of developing socialism with Chinese characteristics and is kept in line withChinese traditional culture and the achievements of human civilization. It is an importantdecision made by our party for the cohesion of all party members and the whole society.
“Three advocates” is a generalization of many views of the core values of socialism intheoretical field. 24 characters have built a complete unified system that reflects the valuedemands of the country and covers the values and ethical requirements of individual citizensof society. “Three advocates” clearly and concisely summarizes the socialist core valuesandestablishes three different levels of spiritual banners, namely the state, society and individuallevels, indicating the value appeal of constructing our country, pointing out the social valuesof building a harmonious society, and reflecting individual citizens’ moral requirements in thesocial life. It provides a theoretical basis for the cause of building socialism.
Socialist core values have the function of condensing social consensus and leading thesocial ideas. It is the theoretical basis to achieve a harmonious society. Facilitating theunderstanding of socialist core values enable all people to form conscious awareness andthoughts and produce a strong national cohesion and solidarity, improving people’sunderstanding and practicing of the socialist core values. It is a long historical process todevelop and improve the socialist core values which should constantly accept the practice test.
